About the UC San Diego Health Physician Network

Coming together to improve patient care

Building Partnerships

UC San Diego Health Physician Network is a Clinically Integrated Network (CIN). It’s a collection of individual physicians, practices, and hospitals that have come together to improve patient care and reduce overall health care costs.

When did it start?

In 2014 UC San Diego Health began formally integrating with community physicians and local hospitals -- collaborating on administrative functions, business and clinical initiatives to improve efficiencies and benefit patients. Learn more about our partnerships.

Today, UC San Diego Health is aligned with Tri-City Medical Center in Oceanside, El Centro Regional Medical Center in El Centro, and more than 350 select community physicians and specialists from San Diego, Imperial, and Riverside Counties. These providers, plus UC San Diego Health's clinical faculty, which includes 100 primary care physicians, over 700 specialist physicians in 40 specialties, and hundreds of non-MD providers, are the foundation of our network.

Physician Network members collaborate on developing shared systems, infrastructure, care pathways, and quality initiatives to provide high-value health care to patients, employers and health plans.

Why did we create the network?

Partnering with local physicians expands the geographic footprint for UC San Diego Health and increases collaborative care throughout the network. This collaboration makes our network more attractive to payers and large employer organizations with which we can develop exclusive products.

What do we look for in network partners?

Affiliation makes sense with providers who embrace the idea of working with UC San Diego Health
 to improve care coordination for their patients. Select practices that meet high standards for care, patient experience, and reporting on quality indicators and outcomes are considered for affiliation. Learn more

We make data requests and conduct practice interviews to help in our assessment. Consideration is given to how well practices can collaborate with UC San Diego Health and with others as part of a cohesive, value-based network. Here is a list of our provider practices within our network, and our community networ primary care physicians.

How is it led?

The Physician Network has dedicated leaders and staff, and its own advisory board, including community physicians and UC San Diego Health faculty. Learn about our Physician Network leaders.

Why are individual practices and physicians affiliating into larger network organizations?

Networking with health care providers who are committed to high-quality health care can improve health care delivery. Patients, payers, and health care providers all benefit when the there is more coordination in patient care. Learn more

Changes in federal legislation have been adopted that shift how health care providers who see Medicare patients are paid. Networking helps practices respond to those changes. Find out more on our page about MACRA.

Affiliated practices have gone through a rigorous assessment process to ensure they meet the high standards for patient care, patient satisfaction, and reporting capability on quality measures and patient outcomes.

UC San Diego Health Physician Network affiliates have agreed to:

  • Actively participate in the Physician Network’s governance committees.
  • Regularly attend Quality Committee meetings, and periodic specialty area subgroup meetings to review and develop quality measures and protocols.
  • Continually monitor best practice care protocols and patient experience.
  • Use a federal-certified EMR system and actively share population health information from their EMR to support care management across the Physician Network.
  • Meet and comply with our data-sharing requirements and quality reporting initiatives.

Duncan Campbell,
Physician Network COO

Duncan Campbell, who has also served as chief operating officer of UC San Diego Health Medical Group since 2010, is a seasoned leader with more than a decade of financial and administrative experience in academic health systems. Campbell has been responsible for all financial and administration functions of the Medical Group, as well as directing the Managed Care Department.

Parag Agnihotri, MD, is the Chief Medical Officer of UC San Diego Health Population Health Services Organization. Dr. Agnihotri provides executive leadership and guidance in developing the clinical components of our population health strategy across our clinically integrated network (CIN) and our Medicare Shared Savings Plan ACO.

CFO, UC San Diego Health Population Health Services Organization

Loc Le is the chief financial officer of UC San Diego Health Population Services Organization, providing guidance and analysis for the clinically integrated network and Medicare Shared Saving Program Accountable Care Organization. He comes to UC San Diego Health from CalOptima and United Healthcare where he served in financial and actuarial analysis leadership roles for many years.
